BEIRUT (AP) ? Fighting between rebels and government forces raged near the Syrian capital Damascus on Monday, forcing an inbound commercial jet to turn back while the U.N. said it was withdrawing staff because of deteriorating security conditions.
Lebanese security officials said Jihad Makdissi, a polished Foreign Ministry spokesman known for defending the regime of President Bashar Assad in fluent English, flew from Beirut to London. But it was not immediately clear whether he had defected.
The fighting over the past few weeks in and around Damascus has been the most serious in the capital since July, when rebels captured several neighborhoods before a swift government counteroffensive swept them out. The spike in violence recently is concentrated in the ring of mostly poor suburbs around Damascus but often bleeds into the capital itself as rebels bring their fight closer to Assad's seat of power. Assad's forces have so far repelled major rebel advances on the capital, though their hold may be slipping.
"The security situation has become extremely difficult, including in Damascus," said Radhouane Nouicer, the U.N.'s regional humanitarian coordinator for Syria.
Nouicer said the U.N. was withdrawing most of its international staff from Syria due to security issues, adding that up to one quarter of the 100 international staff working for several U.N. agencies could leave by week's end. There are about 900 more local staff working for the U.N. in Syria, officials said.
U.N. teams are also stopping most staff trips outside Damascus.
In another sign of deteriorating security, an Egyptian commercial jet aborted a trip to Damascus in mid-flight because of violence near the airport. The EgyptAir flight from Cairo rerouted about 30 minutes after takeoff because Egyptian officials received word from their counterparts in Damascus that the area near the airport was not safe, Egyptian airport officials said.
EgyptAir canceled all further flights to Syria for Monday and Tuesday and will decide later whether to resume flights later in the week, the officials said, speaking on condition of anonymity because they were not authorized to speak to reporters.
EgyptAir had just resumed flights following a three-day suspension because of violence near the airport.
Emirates airlines said on its website that all flights to Syria were suspended "until further notice."
The Britain-based opposition activist group Syrian Observatory for Human Rights said the clashes were within three kilometers (2 miles) of the airport, which lies about 25 kilometers (15 miles) southeast of the city center. The state news service reported clashes in an area about 15 kilometers (9 miles) from the airport. It said nothing about flight cancelations.
More than 40,000 people have been killed since the Syrian revolt started in March last year.
Leaders of Russia ? a key supporter of the Assad regime ? and opposition ally Turkey discussed disagreements over Syria.
After talks in Istanbul, Russian President Vladimir Putin said that the deployment of NATO antiaircraft missiles along the Turkish border could make the conflict worse.
"Creating a new potential on the border will not settle the situation but rather exacerbate it," he said. "Why would we need more shelling on the border?"
The two countries are firmly enmeshed in Syria's conflict, on opposite sides. Russia continues to back Assad, thrice protecting his regime from censure by the U.N. Security Council. Turkey has called for Assad's ouster and its southern border with Turkey has become a key supply line for rebel forces.
Lebanese security officials said Makdissi, the Foreign Ministry spokesman known for defending Assad crackdown on the opposition as necessary military action against "terrorists," flew from Beirut to London. It was not immediately known whether he had abandoned the regime and he did not respond to phone calls.
The officials spoke on condition of anonymity because they were not authorized to brief the media.
The U.S. has so far declined to intervene in Syria's civil war, saying doing so could worsen the conflict.
On Monday, Secretary of State Hillary Rodham Clinton reiterated the Obama administration's position that Syrian use of chemical weapons was a "red line" whose crossing would prompt U.S. action.
"I'm not going to telegraph in any specifics what we would do in the event of credible evidence that the Assad regime has resorted to using chemical weapons against their own people," Clinton told reporters in Prague. "But suffice it to say, we are certainly planning to take action if that eventuality were to occur."
Syria is believed to have several hundred ballistic surface-to-surface missiles capable of carrying chemical warheads, and a U.S. defense official said American and allied intelligence officials have detected activity around more than one of Syria's chemical weapons sites in the last week.
He spoke on condition of anonymity because he was not authorized to speak to reporters about intelligence matters.
Syria's Foreign Ministry said Monday that Syria "will not use chemical weapons ? if there are any ? against its own people under any circumstances."

As the price of the 9320 crashes to rock bottom, the high-end BlackBerry?Bold pricing remains at a completely unrealistic level. It looks like British operators have given up on pricier BlackBerry phones?and are now putting all promotional support behind the dirt cheap 9320. What does this mean for the launch of the next generation of high-end RIM models in 2013?
The British phone retail giant Phones4U just broke new ground by dropping the price of the 9320 from ?150 to just ?99. Traditionally, even the cheapest Curve models have cost around ?130 in the UK during the first year on the market. The 9320 debuted in May and it is already breaking the 100-pound barrier. In comparison, Phones4U?s Christmas pre-paid deal for Samsung?s (005930) Galaxy Ace II is ?156. Nokia?s (NOK) cheapie Lumia 800 starts at ?150. The price of the six-month old BlackBerry?9320 is now comparable to the Samsung Galaxy Ace ? an old war-horse that first rode in the spring of 2011.
At another UK retail powerhouse, E2Save, the price of the 9320 remains at ?130. But on the contract phone side, E2Save is launching a monster BlackBerry?campaign: the cheapest 9320 now starts at under ?10 per month. This is unprecedented for a new BlackBerry?device. The cheapest monthly offers for budget Android phones like the Galaxy Y and the Galaxy Ace stand at ?25 and ?17. High-end smartphones have contract prices starting from ?35 per month.
RIM has started executing an amazingly aggressive Christmas price war in the UK. This is no big surprise; according to Kantar, BlackBerry?s?market share in the UK crashed from 19% to 8% between autumn 2011 and autumn 2012. The company has to stanch the bleeding now in order to maintain some leverage with British retailers before new models arrive in 2013.
But what is happening to the brand perception? The first new-generation BlackBerry phones are going to be priced close to the BlackBerry?Bold level. That aging flagship still costs a hair-raising ?440 in the UK pre-paid market and ?31-39 per month in the contract phone category. This isremarkably?close to Samsung Galaxy S III pricing, a true sign of delusion.
The UK operators have apparently completely given up on the Bold and RIM sees no reason to offer steep price cuts for the device. The 9320 is now the only game in town. Perhaps this makes short-term, margin management sense. Perhaps the goal is to protect the high-end BlackBerry?brand. But the result is that the only deals the consumers see are the ones hawking BlackBerry phones?at ?99 in pre-paid and ?10 per month as contract devices.
These are Huawei-level prices. How on Earth is RIM going to then pivot in February and ask ?500 for unsubsidized phones and ?35 per month contract prices for the next-generation BlackBerry phones? This will be the branding challenge of the 2013 in the telecom industry.

With four weeks to go in the regular-season, New England owns the AFC East title, Denver has the AFC West and Atlanta won the NFC South.
Houston has not clinched the AFC South, although it has a three-game lead over Indianapolis, but it secured at least a wild-card spot on Sunday.
The Patriots (9-3) beat Miami 23-16 for their sixth straight win. It also was Tom Brady's 10th division title, the most for any quarterback in NFL history.
Denver (9-3) has won seven in a row after defeating Tampa Bay 31-23, and with that loss by the Bucs, the Falcons (11-1) were guaranteed their division title. Atlanta beat New Orleans 23-13 on Thursday night.
The Texans (11-1) beat Tennessee 24-10, but with the Colts (8-4) winning 35-33 at Detroit, the AFC South remains undecided. Houston and Indianapolis meet twice in the last three weeks.
Baltimore (9-3) has a two-game lead on Pittsburgh and Cincinnati in the AFC North, and the Bengals still have both division rivals left on their schedule. The Ravens lost 23-20 to the Steelers on Sunday, while the Bengals won 20-13 at San Diego.
San Francisco's 16-13 loss in overtime at St. Louis tightened up the AFC West as Seattle (7-5) defeated Chicago 23-17 in OT. The 49ers have a 1?-game lead on the Seahawks.
The New York Giants (7-4) entered the weekend up two games up in the NFC East and they face Washington on Monday night.
Green Bay (8-4) and Chicago are tied atop the NFC North. The Packers have beaten the Bears already and they meet Dec. 16 at Soldier Field.

Running a small business has its share of ups and downs. When I launched Gray Cat Enterprises nearly nine years ago, running my own small business has been both rewarding and challenging. Gray Cat has enabled me to establish greater balance in my life as I have reduced the administrative burden that corporate America places on each of its employees and replaced it with more time spent on developing content for my clients.
Given the choice, running my own small business is the best option for me at this stage of my life. While it is not for everyone, here are some of the points of consideration that one should mull over before making the jump to starting your own small business:
One Stop Shop: One of the benefits of being a small business owner is the autonomy of ?calling the shots?. You are the boss and clearly can steer your company as you see fit. Many think they relish this set-up but in reality, when it comes to being the self-motivator that is required to be successful ? the ?guy? to go to ? lots fall short. Before you read any further, ask yourself if you are cut out to be the ?go to guy?. If not, you can save yourself a lot of time and frustration. Simply stay in the corporate world.
Develop A Business Plan: So, why is business planning so crucial?? In a word, it provides ?clarity?.? Investing time to develop a plan provides precise clarification of the company vision.? In addition, it provides a mechanism to gauge the results of the business and provides the foundation for future growth plans.? In the long haul, it enhances the company valuation through fiscal responsibility, which provides the story of opportunity to any future investor or employee. Business planning is one?part strategy and one-part tactics?but where the sausage actually gets made is in the execution. Execution comes in the hard work necessary to carry out a plan and the accountability for your activities by tracking them.
Understand Tax Burdens: Regardless of the political rhetoric surrounding the tax code and its impact on small business, the fact of the matter is that small businesses are levied with a myriad of taxes. I am shocked by how many budding entrepreneurs fail to understand the taxes that small businesses pay. My company has essentially one of the easiest business operating models that a small business can have.? I invoice a few clients per month; receive a few checks a month; pay a few bills a month; and have very little inventory and/or depreciation of capital assets. Despite that, my tax return was 84 pages last year. Filing as an S-Corp, my outlay on taxes is between 25% and 39% of federal taxes; North Carolina state income taxes ranging from 6.0% to 7.5%, social security and medicare (twice as a matter of fact for employer and employee) of 15.3%, so nearly 50% of all income goes to taxes and fees.
Replicate Yourself: Given the fact that you are a one-stop shop, a small business owner needs to replicate themselves wherever possible. Tools such as social media and the acceptance of telecommuting through online collaboration have enabled small business owners to be in many places at one time. In order to be successful, small business owners need to tap these tools to maximize their exposure to potential clients as well as reaching customers outside of their immediate trade area. Prior to these tools being readily available, my business was limited to the state of Illinois (where Gray Cat was originally based). Since I have utilized these tools to replicate myself, I have had clients in 13 different states.
Navigate Third-Party Challenges: A small business owner wears many hats and relies on third-party entities for key alliances. When Go Daddy had their Website and email server outage in September, roughly 5.3 million small business Websites and emails were knocked out. Small business owners rely on these support companies and at times, are held captive when issues arise. While my company does not conduct a lot of commerce via the Gray Cat Website, many small business owners lost online revenue due to the outage.
Be Wary Of Scams: Lastly, where there is a small business owner, there is a criminal waiting to prey on the unsuspecting operator. In fact, this past week, I received a letter from a group claiming to represent the State of Illinois. Having been in business nearly nine years, I am keenly aware of all of the annual expenditures that Gray Cat pays. As an Illinois corporation (operating in North Carolina), I received a letter stating that I needed to send in a $125 fee for my ?Annual Minutes Records Form.? I didn?t recall ever doing this, and when I contacted my CPA, he shared the following press release with me:
